What teams that didn't make the playoffs do you think that is on the rise and why? These are mine below.?

I agree with the Texans and the 49ers. Oakland maybe but they first need to get rid of Al Davis. I also think that the Eagles are rising. The Eagles never really fell, its just they are starting to play better. The Texans with their new running back Steve Slaton, should be able to do some damage and eventually get a wild card berth. San Fran has Mike Singletary who I think will lead them to an NFC West playoff berth.
