What do I need to do to change from panel to convector radiators?

I have a new combi boiler but the panel radiators are so old that most of them don't give off enough heat to warm the house. I keep bleeding them, then have to bleed the boiler. What do I need to do to swap the old panel radiators to the new convector type please? Do I need to turn off the water? etc.
