An anime I can't name?

There was an anime I used to like when I was younger that I can't remember the name of anymore! It involved a city of people born as girls, who chose their gender later in life. And there were priestesses who flew spaceship-like vehicles in war. It was beautifully written and emotionally charged. Can anyone name it?
