Is there a rash caused by exposure to water that doesn't itch?

my 4 year-old has an outbreak of numerous, raised, small red bumps only on his legs & arms with little pustules. there is no itching. it seems as though there is a connection to swimming but it could be dietary. his pediatrician says it is viral but it is worsening & the sympyoms appeared 8 days ago.
